As the most experienced and qualified candidate for the Orange County (“OC”) Board of Supervisors, I will bring over 30 years of government service, project financing, infrastructure development and government affairs expertise to the Board. I and my family have made OC our home for over 55 years and I represented the OC for 20 years in the U.S. Congress.
Since my retirement from Congress in 2017, I have remained fully engaged in our community, devoting my time to finance and to building a permanent apartment complex for homeless women in OC, mentoring young candidates for public office, and consulting on business development and trade issues.
I am uniquely experienced in transportation and infrastructure, public safety, homelessness issues, water infrastructure and drought defense, and public project financing. Named one of the 25 Most Powerful Women of Congress in 2016, my love for Orange County and my experience working with local, county and state government and my unmatched knowledge of federal and state programs makes me the best choice to move Orange County forward!

Secured funding to fortify the SA River and build Prado Dam thirty feet higher to make OC safer should flooding occur, at the same time eliminating flood insurance requirements for many OC homeowners.
Secured federal funding for the OC Ground Water Replenishment System, which is an international model of excellence, allowing north OC to recycle all of its water, keeping water rates low for residents and making this area of OC the only water secure area in all of California.
Secured federal funding and worked with city, county and state officials on numerous transportation and infrastructure development projects in OC, including the widening of the 22, 5, and 91 freeways, the building of ARTIC train station, and the improvements to Harbor and Bristol streets as “super streets”.
Secured funding for the OC District Attorney to compile database to log DNA on sexual predators, allowing for many “cold” cases to be subsequently solved.
Secured funding to build Hoag Hospital in Irvine and establish Hoag Clinic in Santa Ana, favorably changed medicare reimbursement rates for OC residents, and increased monies to UCI Hospital.
Secured funds and grants for UCI, Cal State Fullerton, Rancho Santiago community colleges, and Chapman University for science research, behavioral science research, and other programs.

Graduated from Chapman University and serves on the Board of Trustees
Earned MBA from American University and IFAP (EU MBA) in Rome
Was Harvard University 2018 Advanced Leadership Fellow and developed housing and “second chance” young adult vocational program for Orange County
First professional position after MBA was project finance and analysis for OCTA. Prior to Congress, Loretta worked in the financial markets and for Booze Allen and Hamilton as a strategist
